RIAA petitions for lower artist royalties: "IGN reports that innovative marketing solutions like Apple's iTunes store and stores that sell digital ringtones are putting too much money into the pockets of the artists who actually create and perform music. The RIAA has petitioned the federal US Copyright Royalty Judgets to lower the rates paid to songwriters for the digital use of their creations. Apparently things have changed a great deal since 1981, the last time the US government set the royalty rates.

The petition brief apparently read in part, 'Mechanical royalties currently are out of whack with historical and international rates...We hope the judges will restore the proper balance by reducing the rate and moving to a more flexible percentage rate structure so that record companies can continue to create the sound recordings that drive revenues for music publishers.'"

Cera is 'Good' for Innertube: "CBS is drafting TV talent for its broadband channel, Innertube, signing Michael Cera of 'Arrested Development' to do a scripted shortform series.

The deal marks the first of its kind for talent agency Paradigm, which has launched a new-media division under former Yahoo! Inc. exec Joel Wright.

Cera, who played the son of Jason Bateman's character on the Fox cult favorite, will star, write and produce 'The Good Life,' Innertube's first scripted program with a talent deal attached. CBS said at least eight multiminute episodes of varying lengths will be produced, with an option for more.

Shot mockumentary-style, 'Good Life' follows Cera and Clark Duke as aspiring TV producers who are so convinced that they have the next big thing on their hands that they remain oblivious to the fact that they have made little progress getting their dream show made.

'Good Life' is the first offering from Paradigm's new digital-focused division, a team of three headed by Wright, who is charged with helping the agency's client base mine opportunities in new media. 'My responsibility is to shepherd them into this new ancillary business area and maximize the revenue potential for our clients,' he said.

Wright served as director of advertising solutions at Yahoo! for four years ending in 2005. At Yahoo!, he was instrumental in packaging branded-content assets for entertainment projects, including Mark Burnett's Web sites for 'The Contender' and 'The Apprentice.' He also was a principal at Slingshot Media, a boutique agency that brought original programming to digital-media outlets.

Since launching in May, Innertube has stocked a mix of repurposed CBS programs and original projects, including 'BBQ Bill' and 'The Green Room.'

Cera next appears in the Columbia theatrical 'Super Bad,' from Judd Apatow and Seth Rogen. He is shooting 'Juno,' directed by Jason Reitman for Mandate, in January.

Duke also is writing and producing the project with Cera. He is repped by Generate."

Graham Coxon has admitted that he would consider rejoining Blur.

The guitarist quit the band in 2002 during the making of their 'Think Tank' album.

However responding to recent comments Blur bassist Alex James made, suggesting he wanted the band to make one more album as a four-piece, Coxon has now said he would consider a reunion.

'I haven't been approached about it. I think about it: would it be fun?' he told Pitchfork. 'Would it be a bit too scary? What would the dynamic be in a studio? Would I have to do promotion? Would I tour? You know, it's a lot of thinking.

'So I guess I still mull around and think about it every now and then.'

However despite leaving Blur, Coxon insisted he is still friendly with his former bandmates.

'Alex will always be my friend,' he explained. 'I guess they all will be in some way, but it's somewhat strange.'"

Fatboy Slim's New Year's Day beach party has been given a licence to take place.

Permission by Brighton and Hove City Council was not initally given for the bash, but that didn't stop 20,000 tickets being snapped up within five hours of going at sale on November 2.

However on Thursday (November 23) the council voted to allow the Big Beach Boutique 3 taking place at Madeira Drive to go ahead.

The Policy and Resources Committee is set to consider the application on November 30, reports BBC NEWS.

As previously reported Fatboy Slim's free Brighton beach party in July 2002 was heavily over-subscribed, with 250,000 people turning up for the bash."

The Coachella Valley Music & Arts Festival is set to expand to a three-day event in 2007.

It will run between April 27 - 29 at the Empire Polo Field in California, reports Billboard.

The following weekend (May 5-6), promoters of Coachella will launch an unnamed country music festival which will feature legends Willie Nelson and Emmylou Harris amongst others.

The new event will include four performance stages - the main one, an 'outlaw' one, a bluegrass one and a storytelling area.

The line up for the main Coachella festival is set to be announced in late January and early February."

Happy Mondays have completed recording sessions on their first album in 14 years.

The baggy veterans, who are currently without a record deal, have been working with US hip-hip producer Sunny Levine and U2 producer Howie B on the long awaited LP, which is also set to feature a guest appearance from Ry Cooder, reports 6 Music.

Howie added: 'It's a mental project. It's really exciting, quite incredible. It's Shaun back on it. Shaun's a diamond. He's singing well, he's rapping well, his lyrics are just right on it. His language, which was always unique, has got even better. And he looks great. I wouldn't say he looks sexy, but he looks great.'

No release date has been set for the as-yet-untitled album, the Mondays' first since the release of 'Yes, Please' in 1992 and the band's first new material since the 2005 single 'Playground Superstar'."

The Postal Service begin work on new album!

The Postal Service, aka Ben Gibbard and Jimmy Tamborello, are working on a follow-up to their 2003 album "Give Up" on Sub-Pop records. So far, they're got two songs recorded, but will be working on more after Death Cab for Cutie's summer tour winds down. Get excited!
